Because you have a word processing document, where you cannot delete a page by removing any thumbnail. In a Page Layout document, each page is represented by a thumbnail and removing a thumbnail also removes that page.

To delete a page in a word processing document, you select all of the page content and then press delete. The page and its thumbnail will vanish. If you mess up, immediately press command+Z to undo the delete.
