I have an Apple account. My granddaughter has an iPhone. Can my Apple account pay for cloud storage for her phone?

iCloud storage is associated with an Apple ID, not a hardware unit. If you have an iCloud storage upgrade which offers Family Sharing, it can be made available to other accounts.
