Yes i just bought a iphone 11 from letgo and it has a verfication lock for the apple id or something like i need the old owners icloud but they said they dont know them how can i get past it ???

If the person you're asking is the one who placed the lock, tell them to use Apple's iForgot service or contact their Account Security team. Otherwise, ask for a refund.
