Why won’t my computer restore and update iPhone XR ? My computer has Mojave update

I recently received an iPhone XR from a family member they cannot remember the passcode and would like to factory reset it.

we have followed the prompts but for some reason after hitting restore and update nothing happens.

does anyone know how to troubleshoot this without having to physically go in an Apple store?
