Apple Wallet restricted

Hi, I'm unable to set up Apple Pay, as the Apple Wallet keeps coming up with:

Restrictions Enables - Certain apps, features or services can't be seen or used when Restrictions are on. To use this app, turn Restrictions off.

I have an iPhone 12 Pro Max, and running iOs 14.4.2.

I've read through other forums re Restrictions being under the screen time area, and have tried all options there too....but no luck. see below. There are no restrictions under the screen time area.

I have also tried restarting phone and reset. Any ideas or solutions please???

Check:

Settings > Screen Time >

Content & Privacy Restrictions > Allowed Apps >Wallet: ON

Location Services > Allow > Wallet > While Using

Note: Content & Privacy Restrictions must be enabled to see/make changes.

I know that I had this problem. the way that I fixed it was by checking my region and mine was actually set to Albania for some reason 😂. Setting it to the United Kingdom fixed the problem and then allowed me to use my Apple wallet.

you can do this by going to Settings > general > languages and region and making sure it is the correct country

After we reboots and few days, we had an update for unrelated issue and the card started working after the upgrade. I also requested a new card number, so not sure if its that or reboots, but it works now.
