iPhone 11, iOS 14.4.2 cannot completely erase

When I hold down an app till jiggling, hit the - sign, I get this:

delete app -- then "remove "app" removing from Home Screen will keep the app in your APP Library: remove from Home Screen -- cancel.

it then moves the app to the library. From the library I cannot get it to do anything that would remove the app from the phone.

What am I missing?

I've read a bunch of pages online and they're all just giving the original advice. WTF?!?
