iCloud and use of an external drive or NAS

Im switching from dropbox to iCloud potentially. I currently have the dropbox files located on an external drive. Can I have iCloud drive located on an external - or use a NAS with iCloud?

I want to have access to my files on or offline - no dependence on connection to the internet. I also want an easy way of backing up those files.
