10.15.7 supplemental update fail

I have restored the mid-2012 Macbook Pro to 10.15.7 Catalina, and shortly after the first boot, I'm prompted to install a supplemental update(plus a safari update), roughly 1.3 gb. So I go ahead, and the it stalls out after restart, with a message, "about a minute remaining". It hangs there forever. Is there a fix for this? To get out if it, I just hard reset and I'm back where I started.

Try a SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Reboot as normal and test as caches get rebuilt.
