iCloud idrive won’t turn on, overlapping

Help I just cannot resolve this. I have emailed Apple to no avail. Read forums cannot fix it, taken my phone to a phone shop still cannot fix it. I don’t have a windows computer so unable to log in. I’ve done a hard reset multiple times, I’ve turned idrive on from the iPad and this still will not work
