iPad not signing in on iMessage or FaceTime

Hi, bought a 4th generation iPad created a mew Apple ID for my daughter sign in is ok, however asking for sign in details for FaceTime and iMessage every time I sign in coming up with an error. Tried resetting iPad and also resetting network settings not working. Any help??
