Switching Apple TV remotes

I have an Apple TV 4k that is used with a 4k TV. I am considering getting a new Apple TV HD with the new Siri remote for a second old and small-screen HDTV. Question: Can I pair the new Siri remote with my existing ATV 4k? And then pair the old 4k remote with the new ATV HD? If so, what is the procedure? Hold Menu and Volume Up buttons, and then follow directions?

I understand that an alternative is to get a new ATV 4k, and using the old 4k on the old TV.

Sure you can do so. Pairing instructions for the remote can be found here: If your Apple TV remote isn’t working - Apple Support

One remote can be paired with a device at a time. Use that to your advantage. If it gives you issues, then keep the previously paired remote away temporarily (distance, or biscuit tin box, or aluminum foil).
