pdf won't quit

I recently opened a pdf file and instead got a message that says "Work with PDFs while browsing the web" and has some buttons to click and an X button too. But nothing works, I click on all possible buttons but it won't do anything. I can't force quit it either, nor can I force shutdown. My Mac won't shutdown at all because pdf is blocking it. See photo below.

Try quitting Adobe Acrobat process in Activity monitor.

Dock > Launchpad > Other > Activity Monitor
