contacts during downtime

I have set my kid's downtime to allow contacting "mom" and "dad"... but it's not letting her contact us. What am I doing wrong?

It doesn't let her contact anyone. We have restarted phone and deleted/added "messages" under allowed apps during downtime. I have done this through family sharing, so I can't see her phone right now.

Is it allowing her to contact anyone during downtime? There should be a little icon under your name in the contacts app that says "🔒 Downtime Contact" if you have it set up correctly.
