Health App on Iphone wont Sync with activity app on apple watch

I have the iPhone Xs Max Software version 14.4.2 and the iPhone Watch 6 series software version 7.3.3. For some reason my health app on my iPhone will not sync my steps to my watch. I know that it does this because i have seen others do it but for some reason my will no. I have scoured the internet to fix this by resting, making sure motion and fitness are on and all that but nothing seems to work. I am about to return the watch because one of the reason it was because of this feature since I can not wear my watch at work.

Then why does it work for other peoples a lot of people at work have the same phones and watch as me and theirs all seem to record data from their phones since they can not wear their watches at work either.

They probably enter a workout manually in the fitness app.

It doesn't work that way,data goes from the watch to the phone not the other way round.

Anything recorded with the phone goes straight into the health app.
