Setting up a new iPad. Transferred the sim card from the Old iPad . It says the Sim card is locked

Setting up a new iPad from my old iPad Sim card says it has locked. It says please power cycle the device and if the problem persists contact customer service. Hi recycled power twice still have the same problem.
