does both phones need be off to switch the sim card?

Does my new phone and old phone need be turned off to switch the sim card from the old to the new phone? Everything is backed up to the Icloud I believe so it should have everything saved, like photos and contacts?

iPhone XR, iOS 14

Nope. You can remove and replace the SIM cards with the iPhones turned on.

The backup stores everything not already saved to iCloud. So Photos will be in the backup if you don't have iCloud Photos turned on.

Contacts are by default already stored in iCloud, or a 3rd party email account, so are not included in the iCloud backup.

The SIM card does not have any of your data, it only carries your carrier settings and phone number.
