No prompt lauches in 14.5 to block tracking. All apps working just as before. Why?

Installed 14.5 on iPhone XR and was excited to use the new "Request to Track" feature (especially with Facebook). I toggled the option "on" in settings > privacy, downloaded the latest version of FB's app, launched it, but nothing happens. Other apps too, when launched, nothing triggers a prompt offering the NO TRACKING option. Any ideas? I've powered the phone off and on, too, and that does nothing.


When I go back to read the long detailed explanation about the option to block tracking, the wording is so labyrinthine I can't figure out if the toggle is supposed to be set to GREEN or set to GRAY (for being shut off). Can someone please compose wording that is clear and not full of mixed interpretations that only a software developer can comprehend?

App Developers need to release updates for their apps that use this feature. Some did that already, some are slow to do it.
