What if your Apple Watch iCloud is lock

I bought this Apple Watch used online but I did not say that the iCloud was locked and when I try to connect my Apple Watch to my phone it says that the owner has to remove the Apple Watch from their device and from find my phone and it’s iCloud is locked and the person does not respond me anymore what can i do?
