turning off iPhone

My iPhone X is not letting me click on any apps. It lets me swipe on the screen but not select anything. When I try to hold down the buttons to turn the phone off, I never get the option for the swipe to turn off. Is there any other way to force it off?

Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then press and hold the Side button until you see the Apple logo.
