My neighbor has an iMac (2017) He updated to Big Sur and all his contacts disappeared, We tried going to iCloud and they are not there either (there are a few that he started to re enter) We tried using time machine and there is nothing showing going way back . Not sure what else to try.

This is puzzling. Restart the Mac in Safe Mode (Start up your Mac in safe mode - Apple Support). This will clean up the computer and fix potential issues. Note that Safe Mode can take a while to complete, i.e. more than 10 min depending on the computer.
Once in Safe Mode, restore the contacts following the steps in my previous post. Add a few more contacts for testing purposes. Then restart the iMac in normal mode. Then check that the test contacts are there on the iMac. Then go to iCloud.com and check that those contacts are also there.
Note that Time Machine is not going to help for missing contacts if the contacts are synch in iCloud. It would only work if they were local to the iMac.

An update....he entered several contacts to bring it back up to date and after a few days they disappeared again. When we tried to go back in time machine again...it froze and couldn't even shut it down. We had to upplug the computer to restart. Any ideas what is going on? some kind of bug?

That really seems like it should work but so far has not, I wonder if we remove the yahoo mail and re enter it? I worry about not having all the correct settings.
Really a crazy thing. Probably could have just re entered the contacts in all the time we have fooled with it. Just worried they will disappear again,

Removing and recreating the account is indeed a solution. If you are concerned about the procedure, I would suggest you first create the account on your own Mac to make sure you have all the settings right and only then, proceed with recreating the account on your neighbor's Mac.

THE CONTACTS ON MY MAC CONTAINS EXACTLY ONE CONTACT. ALL THE OTHERS ARE GONE. IPHONE IS LITTERED WITH DUPLICATES. TRYING TO SET UP ICLOUD REPEATEDLY JUST FREEZES CONTACTS ON MAC SO THAT I HAVE TO FORCE QUIT. THE WHOLE THING IS COMPLETELY F'ED UP
The only options to restore are after he upgraded??? Weird, how can they be gone from everywhere?
Still missing after Safe Mode...but I did find them in his webmail (Yahoo) but can see no way to import them back into Contacts.

Thanks for your help...we ended up opening the yahoo mail on his wife's computer (PC} and was able to send them to the iMac. They are not how he had them set up but he can redo that.
