Can I add family member in blood oxygen app who has Apple Watch series 5 and then who can check his oxygen level on his own watch?

Why is Blood Oxygen and ECG not available when setting up Apple Watch for family member? I purchased an Apple Watch 6 for my father and setup as family member watch (he doesn’t have an iPhone). I was disappointed to find out ECG and blood oxygen monitoring is not available when configured as a family member watch. Will there be a software update in the future to add these features?

Family Sharing.

The following features and apps are not available: irregular heart rhythm notifications, ECG, Cycle Tracking, Sleep, Blood Oxygen, Podcasts, Remote, News, Home and Shortcuts.
