Is there any windows software available to manage iPhone and iPad apps and home screens that do the job like old Itunes used to do? I have too many apps to manage on all my devices. I am looking at switching to Android devices when I do my next upgrades unless third party or Apple makes a clear alternative available. Companies must have some tools to manage enterprise wide.

Not for Windows, but Apple Configurator 2 for Mac is for managing a group of iPhones and supports arranging the Home screens.
How about running a virtual copy of macOS on my windows PC and Configurator 2?
There is no virtual copy of macOS that will run on your PC.
