Should I reformat a new Lacie External Hard Drive or use the native software that comes as part of the package?

Format the drive for your Mac using your Mac's disk utility. Use disk utility to manage your drive.

If it is for this Mac only you can keep as is or format to APFS. if you are going to use for other older Macs then do not use APFS.

Hi. But which format to choose? It's already in Mac OS Extended Journaled and I have my own permissions to read and write.
