why doesn't my late 2015 imac have Startup Security Utility in recovery mode? I have Firmware Password Utility instead.

Startup Security Utility is only for Macs with a T2 chip. These are newer Macs. Please see: About Startup Security Utility - Apple Support for more info.

Windows would have had to be made in macOS Bootcamp so it has Mac drivers. If it wasn't, then no.
