Touch ID never worked on ipad

Touch ID on my new ipad has never worked. On my phone it occasionally works fr Apple Pay, but nothing else. When I got rid of my old ipad it was worth like $10 towards trade in so I didn't bother. This new ipad touch id has never worked.
