Keynote won't Collaborate

When I click collaborate the button goes grey and nothing happens, no pop-up with options. I'm no longer able to click it and all buttons along the top become inactive as well.

I've tried: restarting, de-activating icloud keynote and re-activating, un-installing, and safe mode. Nothing has helped so far.
