So the Messages app is hanging, and you do have an SMS plan with your carrier, and you do have cellular coverage?

If not, apply any available updates, check for carrier updates, remove any add-on VPN clients, restart your iPhone, and try again.

If not, reset your network settings. This clears Wi-Fi, VPN, and cellular settings. Settings > General > Reset

If that fails, back up and re-set and re-load your iPhone. Back up your contents!

If that doesn’t work, check with your carrier.
