Transferring music files from Windows to iPad Pro?

I have been told I can't transferring music files (mp3, flac) from Windows to iPad Pro? 


I will be receiving an iPad Pro 12.9" at the beginning of June - I hope. 


The accessories arrived today, just to tease me. Sitting there in their lovely white boxes. 


I have just been told that I can't "just" copy music files from my windows system to my iPad pro (2021) . 


At the moment I just drag and drop music files from a folder on my windows

PC to my Android device and it plays perfectly on my Android device.

Simple. 


I assumed I could just do the same with my iPad Pro, drag and drop from my Windows system to my iPad pro. 


I have just installed iTunes on my Windows PC, I assume I'll have an

iCloud account when I set up my iPad pro when it arrives in June. 


can I use iTunes and iCloud to somehow transfer them from my Windows system to my iPad Pro or my home wifi or a usb cable. 


And will they play on my iPad. 


When I'm on holiday in the Lake District with no WI-Fi or cellular signal I

will want to play music from my iPad, surely this possible somehow.
