How do I set my iphone to ring (sound on) when it is locked?

My phone doesn't ring My iPhone X has stopped ringing. I have the latest iOS update. It is still vibrating etc. but no ring tone. I have tried to change all settings related to silence and also restarted the phone. All without result. Under " silence" I can chose between "always" and "when Iphone is locked" (translated from Swedish). There is no other option. And what does it mean in this context that the phone is "locked"?
