Why does bottom left box of Mail always say Sending x of y Messages even if there is nothing in my Outbox?

Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.
If you have no POP accounts & they’re all IMAP accounts then in Mail’s Mailbox menu choose Rebuild.

Oops, I read another site's string that told me to do the Rebuild. It seems to have worked, although I do have one POP account. Seems to be OK. Anything I should watch out for?
Wow, the Rebuild seems to have reloaded mail from April 2020 all the way back to January 2016 in the POP account.
Well POP will be OK to rebuild if eMails were left on the server, but the default is to remove them from the server, in which case all the POP eMails would disappear. :)
