Is it possible to receive sim lock status YES after 5 years of usage?

It was bought as ‘neverlock’ device in Thiland five years ago during vacation, for these period of use sim cards changed a lot of times as on our lacation sim network (Ukraine) even other networks from Egypt or Turkey without any problems, but as I mentioned that only after last restore I was informed that it is locked.
There are some regions where use of an operators SIM will lock it. As far as I know it is still they who must undo the damage .
Unfortunately Settings, General, About, will only indicate the presence of a lock, not who locked it,
Hopefully someone with knowledge of those regions will join the discussion.
The only people who can unlock the SIM lock is the network provider who locked it.
Nobody else, not even Apple, can unlock it.
Why not just use the same SIM network provider?
