Allow contact Editing

Ian Family Sharing on my iPhone 11 pro (IOS 14.5.1) I've setup Screen Time - Communication Limits - Allowed Communication for During Screen Time to Contacts Only and During Downtime to Contacts Only, for my daughters iPhone SE (2nd Gen) IOS 14.5.1. Also with Allow contact Editing OFF.

But on when she calls a number not in the contact list, she'll get the message "Communication Limit" "07983 123 456" is not in your contacts. Your screen time settings only allow you to communicate with contacts. Then she can "OK" to continue or she has the option to Add "new number" to Contacts,

This should not be so, please advise, I call Apple support, but was told to do all the updates first, which have been done but I still have the problem.
