Apple ID log in isnt workinf

My brother has an iPad and couldnt use it because it wouldnt let him sign in with apple I'd. I created a new account and it works fine for me to log in on other devices but when I try to verify it to sign into the iPad it says " please contact iTunes support to complete transaction". What do I have to do next?
