Can I use a 24-inch Mid 2007 iMac as an additional display monitor for a 2021 Macbook Air?

Not with a cabled connection, because neither of those Mac's support Target Display Mode.

It's not the same as having an external display connected directly to the MacBook Air, but you can use Screen Sharing.
