How can I approve an "Ask to Buy" prompt without separate Apple Device?

I enabled the Family Sharing feature on my daughter's new iPad and now I can't seem to figure out a way to approve any of her requests to purchase items in the Apple Store without my own separate Apple device. Seeing that I don't have a separate Apple device in the household, that's a problem.

I can't even figure out how to disable the setting without resetting her entire iPad, logging in under my apple ID, and then resetting the iPad yet again to make it her device.

I'm hoping I'm just missing something here, but this seems needlessly complicated.
