Hello. How do I get music on an apply playlist? Is there a submission app that you have to apply for?

Apple Music is a subscription service. You need to pay for the subscription to access music from the service and add it to a playlist yes.

If you have music from other sources, like CDs, the iTunes Store or other sources added to the Music App on your iOS device you can simply add them to playlists directly. See here: link-> How to make a playlist in the Apple Music app - Apple Support
