Blocked Plug-in

I am trying to open a pdf link and get a message "Blocked Plugi-in". I have seen people talk about this but no solid solution for Safari 14.1. Many say to go to Preferences, Security, Plug-ins but that's for an older version of Safari. Anyone else having this issue and figure out how to fix it?

MacBook Pro (2020 and later)
