Is it possible to disable text messages for one contact and have only iMessage if using a phone number? Say if I were to message someone from out the country and only wanted to use iMessage is there a way around that with using a phone number? Or is using an email the best way?

I don't think you can disable Text Messages and leave iMessages intact; you can block a user but it would block both. So email may indeed be best. This article may help:
