While apple logo flash on / off / on / off .... endless cycle

System crashed and restarted. But restarting entered endless loop: while apple logo appear / disappear / appear / disappear / ......

What happened to it? How to recover?

I tried iTunes to update (no erasing of content), but it got 4013 error, and said it couldn't be updated.
