I wish users who post here would NOT lazily abbreviate their iPad model specs.
You own a 2019 iPad Air 3 and NOT a 2012 iPad 3rd generation.
This is a nearly 3-year old, well-known and covered/documented issue, here in these iPad support communities, that is known to Apple, that is still without any real fix or solution to these later iPad Pro/iPad Air intermittent, unresponsive touch screen issues.
Affects a small, but still constantly growing minority of iPad users within a wide range of iPad Pro models, as well as the 2019 and 2020 iPad Air 3 and 4 models.
Contact Apple support via the contact support link located at the upper right hand corner of every Webpage of these Apple support communities.
Use the Device Performance and Connectivity support categories.

If need be, if not satisfied with the answers/solutions from 1st tier customer support, see if you can have this issue escalated up to any higher tier support personnel.
Many Apple support employees are still working from home.
So, see how far up the supoort chain you can get to some clarity and acknowledgment on this touch screen issue.
There appears to still be limited customer service help from Apple, even at thus time.
