Turbotax does not run properly from the CD, you need to follow the instructions to install it. In some cases you may be asked to run an installer, in other cases you drag a folder or an application from the CD to your Applications folder and then the installer finishes the first time you run the program in your Applications folder.

Similarly with a downloaded version, there is an installer or the manual copy of a file to your Applications folder after opening the dmg file that was downloaded.

If you already did those things properly, you should contact Intuit. They claim that TurboTax runs under Big Sur and will be able to help you troubleshoot or fix the issue. There are scores of TurboTax users with Big Sur so this is something they should be able to help you with.
