gives steps for iPhone, iPad, iPod touch, Mac, or PC but doesn't mention Android phones.
then at the bottom it states…
- If you don't have one of these devices, contact Apple Support to change your iCloud storage plan.
How to cancel a subscription from Apple also states
If you don’t have a PC and you want to cancel a different subscription from Apple, contact Apple Support.
