I cannot restore my photos library on whatsapp on my new iPhone Mini although I have backed up all my photos on iCloud properly before I switch phones. So the Library appear as seen below but blank content. Can you help me ?

Whatsapp has it own separate backup, contact Whatsapp or look at their support site for help.

Yea and you're using Whatsapp which isn't an Apple app.
Sounds like Whatsapp can't support their own product.
