broken wifi after IOS 14.5.1 update

I recently upgraded my iPhoneX to the latest 14.5.1 and ever since, my wifi has major issues. It is using a MAC address other than the WIFI and may threads are suggesting to disable "private address" in WiFi setting, but that only creates another MAC address and the issue is persistent. This was not the case with the previous IOS but now I have major issues. I have reset my phone twice to no avail and at this time, I am ready to downgrade back to the previous IOS, any suggestions to remedy this issue?

I don't have the issue on either my iPhone or iPad and I have not read about it here and I read a lot. If you have a good backup from before the issue I recommend Recovery Mode and then restoring your backup. Takes some time but it installs a fresh iOS.

Try resetting your Network Settings.

I did it already. It does not solve the issue. It works for a little while, but then it stops. Each reset fixes the issue, but it is not consistent. I want to know if others are experiencing this issue and if they recommend downgrading back to 14.5?
