I have less than 1GB on my computer. I have moved almost everything to iCloud and have backed files on Thumb Drive. Afterwards I deleted most of the files, emptied the trash yet cannot seem to get any storage space. I've been to the Apple Store without an answer as to why I can't create storage. Any help would be appreciated.

Also, depending on your internet speed be careful deleting. The contents may show until iCloud storage is able to fully sync at which point it would be moved to the trash in iCloud and deleted across all devices.

This is sounding like you might have “Optimize Mac Storage” turned on. How to download content from iCloud when using Optimized Storage - Apple Support
You can find this setting in System Preferences > Apple ID > iCloud. The check box pictured below should be at the bottom.
