TM does not recognize NTFS.
However, I use a single physical disk, split into two partitions, one is a TM HFS+ destination, the other is a NTFS file system used by Windows to backup directly to it. It may be an option for you to consider.

I've been using Winclone since that woks from the Mac side, but it frequently looses the target if it's not available at the time it's scheduled for.
Then it may get backed up several times in a row.
That's probably the simplest.
Unless you use third-party software to create a backup on the macOS side, No.

I was hoping there would be a way for time machine to do it.
You may want to consider removing the schedule and backup manually when you are in macOS.
