I am trying to use image capture and adobe premier pro to take photos or make videos on my new macbook (macOs big sur - m1). But the camera is not enabled, and I don't know how to fix it? Can you please suggest something?
PS: It does work for google chrome though.

Try System Preferences>Security & Privacy>Privacy tab>Camera, unlock the lock & add App that is allowed to use Camera.

Photo Booth is the app that takes shots with the camera, not Image Capture.
I'm not sure entirely on this, but if my understanding of Premiere Pro is correct it's like iMovie or Final Cut. It doesn't work with a stream from a camera, but from recorded material - like the output from a video camera. But I'd ask on the Adobe website for help on that.

Try dragging the App you want to use to that window.
