I have a problem in my display. It has got bright spots throughout. Also the Touch Bar's display is working but the touch isn't. I read in the Backlit Display Programme that such affected devices will be serviced free of charge. How do I avail it?

I went to a service centre this Saturday and they told me that there is no such programme available for my device.
