You seem to be on backlevel watchOS. Version 7.4.1 is out these days and it allows for changes in other activity goals too.
With an S3, I recommend trying to run that update from the watch directly.
Check the steps in the section "Or update directly on your Apple Watch" here:

When you do this, make sure the watch is on the charger as well.
