ive created iCloud Apple ID in addition to one I had. My devices shown logged in in either account I log in to. I tried removing devices but both IDs remove devices simultaneously. How can I combine both apple IDs or delete one to stop interference

You can't merge Apple IDs. Is the iCloud ID a different ID or is it using the iCloud Address from the other ID?
All purchases made using an Apple ID are tied to the ID. Delete the ID and you will need to download them using your new ID. There have been posts by people who have contacted Apple Support and they were told that if you delete an ID associated with an email address, you can never reuse the email address for an Apple ID. Make sure that you sign out of all your devices to avoid issues with apps that use your Apple ID account or iCloud. After your account is deleted, you can't sign out of iCloud or turn off Find My iPhone Activation Lock on your devices. If you forget to sign out, you might not be able to use your device when your account is deleted.

One Apple ID is gmail and the other is iCloud - both linked into gmail Apple ID on iCloud. Whatever I do on gmail.com Apple ID shows on iCloud.com and vice versa. However, if I log into Apple TV with one ID and try to connect with my Apple Watch on other ID is when I’m unable to. I now logged into my devices with my gmail.com Apple ID but iCloud one is messing up the data. Family sharing linked to gmail one.

I suggest you stop using the iCloud ID. Don't delete the ID, just stop using the ID. Use only your gmail ID.
